Christopher Villa - Resumé


Christopher received his B.S. in Civil Engineering at the University of Texas at El Paso in 1998. Upon graduation he was employed as a payloads engineer at the Boeing Company in Seattle, Washington. He continued to work for the Boeing Company until June of 2003 when he enrolled at UTEP in the Master of Business Administration (MBA). In 2004, he added the Master in Public Administration (MPA) curriculum to his coursework and was accepted into HUD’s Community Development Work Study Program. Mr. Villa earned the dual MBA/MPA degrees and was also selected “Outstanding Public Administration Research Award” in May 2007. During his academic tenure, he came to the realization that the El Paso community has a need for objective program evaluation for non-profit and public organizations. As a result, Christopher and his colleagues have formed Helix Solutions.

Leticia Chavez - Resumé


Ms. Chavez earned her B.S. degree in Mechanical/ Industrial Engineering from the University of Texas in El Paso (UTEP). Her work experience focused in the area of methods analysis to develop more efficient and effective processes. In 1989 she joined a family-owned small business engineering firm and was responsible for marketing, proposal writing, contract negotiations, and all administrative business operations. During the last ten years with the firm, she assumed Program Management responsibility for contracts awarded in Albuquerque, NM at Sandia National Laboratories, Department of Defense, and the Air Force. In August 2006, she completed a Masters degree in Public Administration at UTEP and was selected “Outstanding Graduate in Public Administration” and also received an award for “Outstanding Public Administration Research.” Since then, she has provided consulting in business plan development and program evaluation for non profit organizations.
