The Border Collaborative to Strengthen and Preserve Families is centered on the theory of change that an integrated family support system employing outreach, training, and client engagement strategies will result in a reduction of the number of youth entering the foster care system. The collaborative will engage in three major activities: 1) diversify the Family Leadership Council (FLC); 2) create and sustain the Family Advisory Council (FAC); and 3) implement outreach and education activities. Helix Solutions has been involved since the project’s planning and development stage and currently oversees all evaluation activities, which has included collaboration with El Paso Center for Children staff to develop an evaluation plan, obtain IRB approval, creating data collection instruments, collect data, and report evaluation findings.
